CE Draft Resolution on Armenia

RFE/RL reports that the Parliamentary Assembly of the Council of Europe (PACE) is likely to demand that parliamentary and presidential elections scheduled for 2007 and 2008 meet certain standards for democratic elections.

Of course, there’s been no word of what will happen if they’re not, but anyway. Part of the draft resolution that will be put before Assembly in January reads as follows.

4.2. The Assembly attaches particular importance to the organisation and conduct of the forthcoming parliamentary elections in spring 2007 and the presidential elections in 2008. It is disappointed that, since Armenia’s accession to the Council of Europe in 2001, not a single election held there has been deemed fully free and fair. It is essential that the next ballot should at last comply with European standards for free and fair elections, as proof of Armenia’s progress along the road to democracy and European integration.

    /PanARMENIAN.Net/ The PACE Monitoring Commission warned Armenia, that the upcoming elections must meet the European standards. “Armenia must perform progress, fixed in the way to democracy and European integration. The upcoming elections must meet the European standards as free and fair. The coverage of election campaign in Media must be objective and express different points of view,’ says the draft report of the commission, published in Paris yesterday. The Monitoring commission welcomes the constitutional reforms in Armenia, underlining that “Only the adopted laws are not enough to fulfill democratic reforms in the country: the laws must be implemented.” The commission warned that in order to fulfill the Constitution it is necessary to improve the politic atmosphere and dialog between the ruling coalition and the opposition.” The report will be discussed during the January session of PACE, RFL Radio Liberty reports.

  2. Each election with the passsing and possible implementation of the new law hopefully will improve elcection proceeding more fairly.
