					<description>We should never forget that the ex-KGB is an ex-KGB. They are used to collecting dossiers and jailing people. This is the only thing they know and are trained to do ( also how to beat people). The same is also relevent to police which is only trained to keep people &quot;calm&quot;.  They have no basic training in assisting people in emergency situations. I was reading some articles and the same situation exists in other ex-Warsaw Pact countries. This is a problem as we are independent for 15 years but some departments act the same way as in Soviet times. We also should not forget that Kocharian used to be a high ranking Communist Party memeber. As Putin he knows only one way - the communist way. Few days ago he decorated the ex-KGB heads  for the good job.
