I think they knew that Bau wouldn't agree to that anyway. The Armenian side could have agreed to play on neutral ground. Both sides were stubborn. What kind of an organization thinks it's a good idea to punish both sides for one side's obstinance? I think the reason Azerbaijan was so against that particular game was because they knew they'd probably lose both at home and in Armenia. What a blow to the national psyche that'd be.
